Why is my score so low when all my payments are paid on time?

I have a great payment history. My home loan balance is 16K from 165K, my car loan is paid up, and my credit cards have zero balances.

Even if you are paying on time and in full now, it's possible that your score is reflecting some past, undesirable behavior. Study your credit report; you may see some late payments in your past. Also, make sure it is accurate and there is no suspicious activity. If everything is okay, then your score should climb as you practice good credit habits.
