What legal rights do you have when a bank refuses to do a modification on your mortgage?

I have never been late with a payment and I am current on my payments now.

A question for you:
What reason(s) did the bank give you for not doing the modification and what recourse did they offer? These reasons and recourse may offer some guidance on how to overcome the objections. Whenever I approach a problem, I always try to invert the situation. This helps me understand another perspective.
