Is it possible to a refinance mortgage loan without having to sign a MERS Rider?

MERS is the centralized clearinghouse for securitized mortgages. The only loans without MERS riders would be those portfolio'ed (held in house) by the originating lender. Those loans would typically be ARMs or balloon notes, since no bank wants to commit to loan its funds for 30 years at a fixed rate.
