I own the land and have authority over the loan, which is not in my name. Can I get it refinanced at a lower rate into my name?

I would need more details to give a valid response. If you are saying you are on title but not on the loan then yes you could refinance as long as you qualify for the loan.

You are the sole person on title? Assuming you can get a title report showing you own the real estate alone you can refinance a property.
