I have a manufactured double wide homes I am having trouble getting a HARP loan. I own the land. What are my options to refinance my home for

With a manufactured home on it's own land (as opposed to a park) you will need proof that the home is fixed to the foundation. It is a form called a 433A that is attached to the title and proves the home is "real property" as opposed to "personal property". If you have that then you should be able to refinance. That would be your first step though.
