How can a creditor decrease my credit limit without notifying me?

I'm in the middle of refinancing my mortgage so I check my credit daily. A creditor decreased my credit limit which changed my credit utilization. Do I have any recourse?

Credit card providers typically do notify customers when credit limits are adjusted either up or down. Granted, it may not be a separate notice, but at a minimum, your statement will reflect your credit limit.
