Does a single person have to file taxes if they made $10,913 and are 70 years old?
Income break down: $881 refund from utilities, not taxed and Social Security $10,032 tax exempt.

That depends on the type of income it is. Is it social security income? Were taxes withheld on any of the income you received? If yes, then you would need to file to get that money refunded. Otherwise, for single people over age 65, you do not need to file a return if your total taxable income is $11,850 or less.
