Can you refinance an existing HELOC that has a dry period that expires 03/2018?

I have a current line of $850,000 and the current draw is $610,000. My home's value is estimated at $1,800,000.

Yes, you can just replace that HELOC with a new HELOC or get a Mortgage. You could also replace it with a mortgage and a smaller HELOC.
