A NW native, and well known in the region's medical community for his counsel and experience in alternative risk funding for medical groups, captives formations, funded retentions and traditional insurance programs for healthcare professional liability for hospitals, facilities and providers. He also served in the WA Legislature for 3 terms, as Chairman of the Health Care Committee - in which he was selected as the National Legislator of the Year in Health Care Policy (1995), and is known as the author of the “Clara Act”, which completely and thoroughly revamped the long-term care and elder patient protections in Washington statutes. When Sammamish became a new city, Phil was its very first Mayor. He also served as a technical advisor to the WA Liability Reform Coalition (WALRC) advocating tort reform solutions.
