There are many types of bonds and safe is a relative term. Not all bonds should be treated equal.

The longer term the bonds are the more they will be affected by rising rates. In addition, junk bonds are never "safe" in any environment as they are historically the highest risk area of the bond market.

So in short, safe is in context to your risk tolerance and what bonds you are talking about.
